The Paris is the best spot to see the Bellagio Water Fountain show across the street.
The Stratosphere has a more camera friendly deck from which you can snap away, looking south at the Strip.
The LINQ has you shoot through windows that get a lot of reflection.
My favorite, hands down, of all the places to go, is the Waldorf Astoria SkyBar. It has these giant picture windows from the 23rd floor looking north at the Strip, from the Aria on down, and is a great spot for timelapse as well.
